County Review
Approvals
.
In
addition to a city permit review process certain
kind of permits (all
additions, new construction, demolition and all
commercial interior renovation/remodeling and/or
re-roof)
will also require approval from their particular
County before City will approve permit.
We take care of the
County Review
process from
start to finish from all applicable departments;
DERM, WASD, Sewer Allocation Letter, Impact
Fees, Fire, Asbestos, Health Department, and
Specialty reviews.
DERM (Department of Environmental Resources
Management)
Each county has their own Department of
Environmental Resources Management that will
review building permits to insure that Federal,
State and County environmental protection laws
are in compliance.
WASD (Water &
Sewer Department)
All new construction, changes of use and
most renovations for residential and
commercial projects must be evaluated and
approved by the Water & Sewer Department in
each county. Their role is to evaluate the
project's proposed use and it's impact on
the water and sewer infrastructure.
Sewer Allocation
Letter
This letter certifies that the sewer
system can handle the demands that your
permit will require. Any construction
or change of use (adding extra seats to a
restaurant, adding a new doctor to a
practice) will need a certification letter
before city will issue a building permit.
Few examples includes
such things as changing a single-family
house to a duplex, adding extra seats to a
restaurant, adding a new doctor to a
practice, or building a new house.
Impact Fees
Each county collects impact fees for
infrastructure such as roads,
mass transit, schools, libraries, public
buildings, parks and fire/emergency
services (if your project is located in an
unincorporated part of the county). County
will review this review on all new
residential and commercial construction and
also Interior renovation or change of uses.
Fire
Fire Plan Reviewers are responsible for
reviewing construction plans for fire-code
compliance. Most
cities will have their own fire plan
reviewers. In cities without fire plan
review and unincorporated areas, the county
will perform the fire plan review.
Asbestos Review
All demolition and
interior renovation require county review
for asbestos. The department will require an
asbestos survey for demolition area over 160
square feet.

Health Department Review
During the permit review process
at your local city, there will be times that
you will need approval by the county Health
department. These include new
construction projects, additions, adding
bedrooms, pools, detached garages, septic
tanks, etc. Your local city will require
approval by the county Health department
before they will issue your the permit.

Code Violation Repair

Certificate of Use
.
If
your business is located within a City with it's own
municipality, you are required to obtain a
Certificate of Use (Zoning Permit that allows
business to operate within its zoning district) from
that City. If your business is located in
unincorporated county you are required to obtain a
Certificate of Use from Miami Dade, Broward or Palm
Beach County.

Business Tax Receipts
.
All
businesses operating within
Miami Dade,
Broward and
Palm Beach counties are required to obtain a Local
Business Tax Receipt (formerly known as Occupational
License). If your business is located within a City
with it's own municipality, you will also need
a Business Tax Receipt from the County and your
local City.

Private Provider Services
In 2002, the Florida Legislature created Section 553.791 of
the Florida Statutes titled "Alternative
plans review and inspection". This statute
enables the owner of a property, or the
owner's contractor, to use a private company
called a private provider to provide both
building plans review and the required
inspections during construction instead of
that particular city's building department.
The private provider can do one or both of
these processes, but interaction with the
local building department is still required.
As a
Private
Provider we can prioritize your project and
expedite the process, ability to work after hours,
weekends, and some holidays, ability to move as fast
as the construction takes place.
Some additional
benefits for using Private Provider services are
cost savings offered by municipalities for the total
permit fees.

Notice of Commencement (NOC)
and Other Important Recordings
.
We
will record your
Notice of Commencement with the proper county
clerk of courts (Miami Dade, Broward, Palm Beach).
Florida Construction Lien Law (Chapter 713, Part
One, Florida Statutes) requires the recording of a
Notice of Commencement with the Clerk of the Courts
for real property improvements greater than $2,500.
Many cities in South Florida want a certified
copy recorded at the county before they will issue
the permit. Other importing recordings include
Notice of Completion, Notice of Termination and
Release of Lien.

Asbestos Survey
We Perform
Asbestos Testing Service,
Fast Service and Turnaround Time.
We take care of our
customers with same day
(when available) or
next day service.
It takes about an hour to
collect the sample and within
a few days you
will have the lab results and report.
In South Florida, most building departments will
require an Asbestos review from their particular
county before a permit will be issued. These
projects include all demolition or renovation
projects, involving commercial buildings or
residential buildings with four (4) or more building
units affecting 160 square feet, 260 linear feet or
35 cubic feet or more of regulated asbestos
containing materials (RACM). An asbestos survey must
be completed for all demolition and renovation
projects over 160 square feet.

Land Surveying
The Property Survey is a document prepared by a
professional surveyor that shows your structure
dimensions and other improvements, boundary lines,
utility locations, parking, setbacks, and other
related information on your property.
Building
Departments require a current property survey
(produced in the last six months) for all new
construction, additions, substantial improvements to
a structure, or any outside work such as fence,
shed, driveway, or swimming pool. This survey will
ensure that all building codes, zoning setbacks
and regulations are being met.

Services

can help you do your due diligence before
investing and purchasing a particular
residential or commercial property or starting a
construction project. It is important to
plan correctly to limit surprises that come up
during the permit process. Our
Construction and Permit Consulting Services includes Permit History,

.Permit
History
It is important to see the permit history and
know which permits have been issued for the
property. If permits were never pulled for work
(such as extra bathroom, changing layout of
house, adding rooms, etc.) you could be affected
when you make any improvements correctly.
Illegal work is usually discovered during city
inspections on permitted work. City Inspectors
will be at your property and discover illegal
work and give you a violation for work that a
past owner did.
Open or Expired Permits
Open or Expired building permits are a headache
for both the seller and buyer in a real estate
transaction. The standard FARBAR contract that
is used on most real transactions, along with
similar real estate contracts around the
country, includes a clause that requires the
seller to close out any open or expired permits as
part of the sale. We can help you close these
open or expired permits.
Open Violations
Open Violations are
a problem for both the seller and buyer in a
real estate transaction. Sellers are supposed to
provide buyers with a clear and marketable
title. When there are open violations on the
property they will be transferred to the new
owner unless it is closed out properly. Fines
and daily interest rates will accrue for as long
as the violation is open. In many cases we can
negotiate the violation fees down to a
reasonable amount and help you close the
violation.
Preconstruction
Consulting,
Planning/Zoning Research and Special
Approvals
It is important to know what the current and
future permitted uses are before investing
large amounts of funds into buying a
property and or its construction. We can
research and advise you on your permitted
uses and other available options such as
Special Approvals. These include Zoning
Hearings, Variances, Rezoning, Historic
Preservation Board Approvals, Landmark
Approvals, Conditional Use, Special Use, and
Easement Approval.

40/50 Year Building
Recertification
..
Buildings
in Florida are required to be re-certified for
electrical and structural safety after the initial
40 years age of the building and then every 10 years
thereafter. We can refer you a professional Engineer
or Architect to make
40/50 Year Building Recertification inspection
and report for you and we will take
care of permit process with your particular city or
county.

Short Term Vacation Rental License
We
can get you your
Short Term Vacation Rental License to rent your
private property on a short term basis (in certain
cities that allow them) in
South Florida, including
Miami Dade,
Broward
and
Palm Beach
counties. Short term rentals have become
popular alternatives to the rental of traditional
hotel rooms. It has allowed property owners to earn
extra funds from their primary, vacation, and
investment properties when they are not using them.
A short-term
vacation rental is any dwelling unit or residence
including, but not limited to, any unit or group of
units in a condominium, cooperative or apartment
building that is rented in whole or in part to a
transient occupant for a period of less than 30 days
or one calendar month, whichever is less.
In addition to
property owners, we also work with Hotel/Motel
operators and Property Management companies that
want to transfer licenses to new owners.

Re-Occupancy Inspection and
Certificate Service
A
certificate of re-occupancy is required each time
there is any transfer of ownership of title for all
residential dwellings within the following cities of
Biscayne Park,
El Portal,
Hialeah,
Miami Gardens,
Miami Shores,
Miami Springs,
North Miami, and
Sweetwater.
Properties will not close without this inspection and
issued certificate. Cities defined residential
dwellings as any single family, duplex, triplex, or
condominium unit. Both the seller and buyer are
responsible for obtaining the certificate of
re-occupancy. The purpose of the
inspection is to ensure that the property is in
compliance with the original zoning regulations of that
city.
We
will save you valuable time and money by getting
this
inspection and certificate issued during your
allocated closing period.

Beer, Wine and
Liquor Licenses
.
To
sell beer, wine or liquor in the State of
Florida, you must have the correct license from
the
Florida Division of Alcoholic Beverages and
Tobacco Bureau of Licensing. License type is
applied for based on your particular business
type and intended operations such as retailers,
restaurants, caterers, motels/hotels,
nightclubs, sporting venues, etc.

Food Service Licenses
To sell food, you must have the correct Food Service
license from the Department of Business Professional
Regulation (usually for hot foods) or Department of
Agriculture (usually for cold foods) and is applied
for based on your particular business type, such as
Restaurants (Sit Down or Takeout), Caterers, Mobile
Food Vendors, Supermarkets, Grocery Stores,
Convenience Stores, Coffee Shops, Juice Bars,
Bakeries, etc.
You must also get approval from your particular city
that business is located in and sometimes also the
county. If you need help with these approvals we can
also help with that.
We can take care of your
food service license from
start to finish.

Change of Use Permit
We can help you get a
Change of Use permit. Any new business
activity in a space that is different then
its previous use will most of the time
require a Change of Use permit.
For example,
when a retail space changes into a
restaurant or if an office changes into a
retail space. Plan review is required from
the Building Department to ensure that the
minimum building and life-safety
requirements are complied with.
Most of the time a
General Contractor will be needed (even if
no work is being done in the space) and also
a floor plan of the space must be submitted
to the Building Department for review.

Other Business Services
.

During the Permit process you will have
to get documents notarized, picked up or dropped off
from different locations and you will need blueprints
and supporting documents to be made available.
We can take care of these with our
Other Business Services.
Mobile Notary Public
As part of the required documentation for city
submission, the owner will have to sign and notarize
required documents such as permit application(s),
notice of commencement and contracts/invoice between
owner and contractor.
In addition, your contractor will also
have to sign and notarize the permit application and
contract for provided work (most cities in South
Florida require the contract to be submitted). We will
make this process easy for you and can come to your
work or home at your convenience. We can also meet
with contractor and any subcontractors to notarize their
signatures.
Courier
We can pickup required documents needed for permit
submission such as blueprints, permit application(s)
and supporting documents from you or your Architect,
Engineer, Contractor, Sub-Contractors, etc. Most
cities want documents and blueprints with original
signatures, architect/engineer seals and notary
stamps. We can also drop off the permit card(s) and plans
to your office, jobsite or other location when
permit is issued.
Blueprint Copies and Scanning
After the permit is issued, many jobsites will need
copies of the
blueprint sets and supporting documents (master and revisions) for their
contractor and subcontractors. We can take care of
this task for you and deliver documents to jobsite or contractors as
needed. In addition, we can increase your storage
space by archiving and scanning in your completed
jobsites.

Special Event Permits
.
We
can help you get the permits for your
Special Event. Any event or activity that
temporarily occurs upon public or private
property that affects the ordinary use of any
park, public street, right-of-ways or sidewalks
is considered a Special Event.
Examples of special events include art
festivals, carnivals, celebrations, certain
outdoor business promotional events, circuses,
fairs, farmers markets, grand opening
celebrations,
holiday events, musical
performances, parades/marches, races,
sporting events, television/commercials/movie
productions and
temporary
structures (such as tent structures, stages,

permit in South Florida. Any work in the city's
right of way including but not limited to
driveways, streets, utilities (electric,

Right of Way permit.
